Job Title: HSE Superintendent
Location: Onshore Doha, Qatar
Conntract - ASAP - 31st Jul 2021
The job holder manages, under the responsibility of DBNPP Company Site Representatives, all construction activities related to the onshore fabrication conducted in Qatar for Project and later on installation phase during offshore execution.
He shall demonstrate an exemplary behavior with regards to HSE rules & requirements and for implementing HSE rules within his area of responsibility.
The job holder is accountable for the following activities during DBNPP project execution:
•As responsible of the HSE team, he fully understands, develops and promotes project HSE policy (Incident Free, 10 Golden rules, etc.), culture and objectives for the project.
•HSE monitoring of the daily construction activities on the yard and during offshore campaign
•Special HSE focus on scaffolding activities and working on height lifting and rigging activities
•Manage HSE supervisors when applicable
•Being "visible in the field" and "walking the talk" with HSE as a priority
•Intervene where HSE deficiencies are identified and report
•Be promoter of HSE on sites as a priority
•Attend Project HSE meetings, training and inspection as when invited to
•Consult HSE team in the execution and planning of key critical activities
•Work closely with the DBNPP HSE Coordinator to promote the realisation of the Projects HSE objectives.
field development will involve several new projects that would be executed in parallel over the period of 5 years with CAPEX investment of around 3.5 Billion USD. The Major Projects consist of:
?New wellhead platforms (WHP) installation: 7 new WHPs, each including bridges and tie-ins to existing platforms,
?Pipelines global network: Existing pipeline(s) replacement for integrity and debottlenecking,
?Produced water treatment project: Integrate a new module to increase produced water treatment facility,
?Export Scheme Optimization (ESO): Potentially two converted moored FSOs replacing the existing storage facilities,
?New K complex : new platforms.
The aim of Debottlenecking Pipe Line Project (DBNPP) is to install new subsea pipe-lines between existing platforms:
?20'' water injection pipeline from platforms AF to FC (8 kms),
?14'' wet oil pipeline from platforms FA to AB (8 kms).
The DBNPP HSE Superintendent is mainly responsible for the implementation of Project HSE requirements on site, the support to CONTRACTOR and the overall follow up of the activities across the DBNPP Project.
He will be based first on the onshore fabrication yard and later on a vessel during offshore campaign.
•Ensures timely review of HSE aspect of construction/installation documentation
•Manages the supply of HSE material, equipment and products (e.g. PPE, evacuation masks, life rafts…) for COMPANY. He will coordinate with CONTRACTOR to ensure adequate material and tools for HSE are mobilized on time (for Onshore and Offshore Campaigns)
•During offshore activities, coordinate closely with fields operation and other project packages to ensure smooth preparation and coordination of HSE aspects
•Provides HSE advice to the Company Site Representative
•Ensures that an adapted risk assessment is performed before each potential dangerous activity
•Participates in or organizes Job Safety Analysis (JSA) with Contractor(s), request new JSAs if necessary and monitor its actual implementation during execution
•Ensure identification of risks due to operational changes and implementation of management of changes procedures with associated risks analysis.
•Verify implementation of defined Permit-To-Work (PTW) process and controls (audits) to ensure that activities are permanently under control and managed accordingly
LEAD AND PROMOTE
•Motivate all personnel in order to achieve HSE targets and encourage/promote HSE practices improvements
•Promote the Project HSE policies inclusive of safety observations,
•Ensure deployment of the HSE tools and templates developed in Major Projects
•Promote and participate to HSE communications and workshops as part of safety culture program implementation
•Control and participate in Workforce Toolbox meetings
•Participate to regular coordination meetings to report HSE activities for all disciplines, discuss and agree on safety standards, concerns and potential hazards
•Carry out any other duty or task that may be assigned by hierarchical superiors
SUPERVISE & COORDINATE
•HSE Supervision of the activities: ensure that the work is carried out in compliance with client values and policies, relevant laws and regulations, agreed client priorities and objectives, client standards, project procedures and good industry practices.
•Perform and establish good communication between Company and Contractor: maintain good relationships with Contractors, being flexible enough but also strict when necessary to achieve the HSE objectives of the Project,
•Ensures that all site personnel are implementing risk mitigation measures adapted to the activity (incl. PPE, scaffolding & lifting activities, etc…)
•Ensures robust control of co-activity is implemented
•Ensure that all activities related to working on heights and lifting are performed in a controlled and safe manner
•Reports adequately and timely all HSE related activities (KPI, incidents registration etc) to hierarchy (progress, concerns)
MONITORING & LEARNING
•Ensure an Action Tracking Register is open and properly populated with findings from inspections, lessons learned, events corrective actions or safety observations, and closed appropriately. He must monitor the effectiveness.
•Define planning and perform regular HSE compliance inspections as per schedule to ensure implementation of safe working procedures and best practices in alignment with Company HSE policy and expectations
•Ensure that a safe working environment is provided to workers by Contractor where all equipment is inspected, controlled and/or tagged and fit for the activities.
•Assist in the investigation of accidents and incidents to determine their underlying causes. He ensures adequate incident reporting and inclusion within SYNERGI.
•Gathers 'lessons learnt' and provide feedback to other client MP Project entities.
•Prepares, conducts or participates in HSE training, awareness or inductions of project and contractor personnel as required
•Check and monitor environmental conditions, waste and chemicals management are correctly implemented and maintained at a satisfactory level during the whole execution phase
•Participate and observe of emergency drills organized by Contractor
CONTEXT AND ENVIRONMENT
•Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites. Projects will require complex interfaces with other entities of client.
•EPC execution shall take place at Contractor premises
QUALIFICATIONS & EXPERIENCE REQUIRED
•Large experience on similar activities at equivalent position
•Senior in Rigging & lifting experiences
•Senior in Working on height scaffolding activities,
•Familiar with TOTAL SA General Specifications,
•Professional Experience (number of years): 15 with Strong experience in Construction Yard and offshore installation campaigns,
•Experience within project (number of years): 10
•Good leadership skills and good communication skills,
•Ability to work on projects in a complex and multicultural environment,
•Good analytical skills,
