•Carry out vessel visits, sailing for approximately one week on each vessel per month or as required by clients, operations or internal issues;
•To encourage owners of In-Chartered vessels to improve their SMS Procedures in line with Client's requirements;
•To monitor effectiveness and ensure compliance where appropriate with the Company procedures and Policies in accordance with the requirements of the ISM Code;
•To monitor the implementation of Company's Safety, Environmental, Drug and Alcohol Policy;
•To assist in the investigation of incidents and follow up for effective corrective and preventive actions;
•Conduct emergency drills / trainings for assigned vessels. Review results with Master/ Safety officer and compile reports for Management, proposing amendments to training schedules to meet specific needs;
•Conduct Safety, Health and Hygiene inspections with the Shipboard Safety officer and compile vessel condition reports;
•Carry out Internal ISM, ISPS, MLC and Navigational/ Sailing audits;
•Promote all QHSSE initiatives of the company and clients, including the Stop Card program, or any other safety programmes;
•Assist crew members to familiarize themselves with current, imminent and future changes to marine regulations/ statutes, and ensure smooth transition to newly implemented policies, processes and procedures;
•Promote a pro-active approach to safety, with reference to reporting and exploring new initiatives to achieve a strong safety culture;
•Identify 'Good Practices' and 'Opportunities for improvement' for promulgation across the fleet;
•Liaise with client HSE onboard representatives to promote HSE Initiatives;
•Carry out continuous assessments of personnel, with reference to ship handling appraisals, DP operation and shipboard operations;
•Participate in Accident investigations by Clients;
•Support in Accident Analysis & STOP data analysis;
•Support the preparation of Monthly Reports, Annual Safety Programmes, Management Reviews and QHSSE Statistical data for Client and Company requirements;
•Play an active part in Tender review and Contract implementation by specifying, monitoring and verifying all QHSSE related matters;
•Follow specified systems, processes and procedures, implemented in the workplace, to ensure compliance with legal, regulatory, and other requirements/standards;
•Work safely at all times, protecting the health and safety of everyone in the workplace;
•Perform other job-related duties as assigned.
Education & Professional Qualification:
•Bachelor's Degree or Class I certificate in Marine Engineering;
•Practical Shore based experience of Incident Investigation, Risk Assessment, Root Cause Analysis;
•6-8 years' offshore experience, working on PSV, DSV and AHTV
•2 years' shore-based experience as Technical/HSE Superintendent
•Working knowledge of SOLAS, STCW, MARPOL, PSC and Flag/Class states;
