Jubail Industrial City in Saudia Arabia is one of the largest civil engineering projects in the world today. Built from the sand up, the city now serves 40 primary and secondary industries including oil refining, petrochemicals and steel as well as hosting a community for 140,000 residents. The technical challenges faced by such a huge enterprise are many and varied. In order to satisfy the enormous cooling needs of future industries, an array of 4 metre diameter Glass Fibre Reinforced Pipes were installed for the new seawater cooling distribution system. The pipes, buried at an average invert level of 5 metre deep will carry cooling sea water at a distance of up to 3.25km in the first phase. This was the first installation of this size of pipe on a large scale anywhere in the world. Jubail has continued to grow in size and stature since the very beginning, outgrowing its original boundaries. Today, Jubail is an industrial capital accounting for more than 7% of the Kingdom’s Gross Domestic Product. It is set to become one of the largest industrial centres in the world, with a port comparative to Houston, Rotterdam or Singapore. Bechtel’s Role Our client has been managing the project since it began thirty years ago, including engineering, procurement, and construction management of all the facilities and the accompanying infrastructure. Construction of Jubail II, a project to double the size of the city, began in 2002. The original master plan had envisaged a 22-year programme, but in 2005, the Royal Commission for Jubail recognised a need to accelerate the programme in order to meet the rising demand for petrochemical facilities in the region. Bechtel responded by developing an accelerated ten year programme. This plan was agreed and the deal subsequently signed in May 2006.Construction They now need the following:
